Among them there is an important despatch from the Secretary of State, to the address of His Excellency the Governor, bearing date the 9th December 1881, which must have been received here about the middle of January, and I observe that Lord Kimberley specially instructs the Governor to have it printed and laid before the Legislative bouncil ruipt.

According to the minutes of the Council meeting of the 4th February, this despatch was pre- sented in manuscript and ordered to be printed, and, contrary to what I believe to be the usual practice in such cases, a whole month has been allowed
to clapse, before the paper has been circulated among
the members.
